As part of additional COVID-19 relief, the American Rescue Plan Act of 2021 (ARPA) provides that the federal government will subsidize 100 percent of the cost of COBRA for six months beginning April 1, 2021, for qualifying individuals. Employers are largely responsible for determining who is eligible for the subsidies and notifying such individuals.

This presentation will explain the various legal requirements pertaining to the COBRA subsidies and offer best practices to employers and plan administrators for complying with such requirements. We expect additional guidance by the date of the presentation clarifying who is eligible for the subsidies and how to submit requests for payment of the subsidy.
